Does anyone know how can I receive calls when I'm out of the country? What add-on should I purchase?

Public Mobile only works while you are in Canada or the US with a roaming add on.

Does that mean if I travel outside North America to a different country anywhere else there is no way for me to get service? Not even receive texts and calls?

That is correct if you are with Public Mobile.

Depending on where you are going and for how long you can either get a prepaid local option and bring your phone with you and put that sim in, or you can get various free voip apps (although free versions usually won't work for 2FA)

The US roaming package will also cover a couple US caribbean islands.
