This is a long standing issue at Public Mobile. I can only theorize that it was meant as a protection for customers to prevent customers from buying more than one of the same roaming add-on which wouldn't actually provide any extra services to the customer. To make the purchase again sooner, you'll need to ask a customer support agent for help.

HI @Nancy26 you can buy a different add-on, then you don't have to wait for 24 hours

Which one you had earlier? Maybe we can suggest something.

If you need to make calls or text quick, maybe using VoIP app for now. TextNow would be a good choice. It works as long as you have Wifi

What time did it expire? The US Roaming add on for talk will reappear in your account 24 hours after expiry. Otherwise ensure you have $8 in your available funds and contact customer support. It shouldnt take much more than an hour for a CSA to add it for you.
