I have 30 days left on my telus contract but I plan to switch to public mobile. Is the $40/month++ talk, text and 2GB of data a regular priced plan or a promotion that will end soon?

It's not a promo but a regular price that PM started to offer a while ago as a new pricing model.

Wow, it is $60 a month now!

For $65 a month you will do well with FIDO, with Canada wide calling and 3GB data.

Noticed the same thing.

I think as long as you don't switch plans, you will retain your current plan as long as you top up beforehand or AutoPay.
