I have these two options on my plan:

1. Free Holiday Giveaway: 500 min INTL LD incl. CA & US

2. 500 one-time Int`l LD bonus

Does either one of them include calling to France?

Yes they both do include calling to France. I just did that recently.

It has also been found that the holiday international long distance calling minutes also include the countries in this list:

Intl long distance Add-On included countries: Australia, Austria, Bangladesh, Brazil, Chile, Colombia, Czech Republic, Denmark, France, Germany, Greece, Iceland, Ireland, Israel, Italy, Japan, South Korea, Malaysia, Mexico, Netherlands, New Zealand, Norway, Peru, Poland, Portugal, Puerto Rico, Romania, Singapore, Spain, Sweden, Thailand, Venezuela. Calls must originate from Canada.

And most likely these ones as well..

Hong Kong, Macao, Taiwan and Pakistan.
