      <description>&lt;P&gt;I initially replied based on the title but then realized a contracdiction a minute later.&amp;nbsp; That's why I'm unsure.&amp;nbsp; Either way, my point was that whichever carrirer that the number is being transfered to needs to do all the work (Public if going to Public or Chatr if going to Chatr).&lt;/P&gt;</description>
