I have 100 minutes Canada wide talk time. I'm assuming that's for outgoing calls. For incoming calls, is the talk time unlimited?

This depends on the plan that you have. There was a previous version of the $15 plan that did not include unlimited incoming calls. However, most people are on the version of the $15 plan that does include unlimited incoming calls, which is the same version that is currently offered to customers.
