if i buy this add-on is the 300 minutes from Canada only or can these calls be from Mexico to Canada too ?

International calling is for calling from Canada to other countries

To call from other countries back to Canada, you will need Roaming package. However, PM ONLY offers roaming in US, and no where else. ie, you CANNOT call from Mexico to Canada on your PM SIM. You have to get a local calling call and use a local phone or from a local SIM
