Does anyone know whether a refurbished iPhone (from Public) will work on other networks? My dad is on Fido (Rogers) and needs a new phone.

@aaronpbsmith , the major brands all use pretty much the same frequencies with a few exceptions that don't really affect performance. The Public Mobile phone will work with Rogers and sub brands.

any phone sold after December 2017 in Canada has to be unlocked by the regulation unless you are getting a really really old one. I'd say you are fine

Even then, for such a locked phone, the carrier must get it unlocked if it's locked to a Canadian carrier.
