You can change your plan immediately but you would lose any unused minutes, texts, or data. It is recommended to change on next renewal date.

https://www.publicmobile.ca/en/bc/get-help/articles/change-your-plan

Is it possible to change the plan during the monthly billing cycle, or do I have to wait until the billing cycle ends for the new plan to come into effect? The cycle just started for me and am looking to change it if I can.

Yes, you can change anytime. You will just not be credited (means, you will have to pay fully for new plan)for the remaining time on your existing plan. Just go to 'change plan' and select change now option.

That might be cheaper if running out is only one-time.
