@Aheavenfire no you need a Public Sim and plan account. Then transfer Telus number to PM. Telus will be closed and their minutes will not work on PM.

You are unable to add "Telus" minutes to Public mobile account.

You will need to buy Public mobile minutes via your self service account.

If you mean a Telus voucher like a dollar amount to add then no. Did you accidentally buy a Telus voucher instead of Public Mobile?

Koodo is also under Telus, but including Public Mobile all three operate separate phone plans.
