If you’ve prepaid for your service with a valid payment method, you should be able to use what you paid for unless you’ve run out of minutes/data. You can also try turning off your phone for 20 seconds, then back on and then turning on airplane mode for 10 seconds then off airplane mode. See if you have any signal bars on the phone. There aren’t any outages related to towers, so it’s probably an issue with your plan or your phone’s settings or its SIM. Now take your sim card out of the phone.
