Are you texting or iMessaging?

Are the the send to ids showing in green or blue?

This may be a silly response, but is the number you're using when sending the message EXACTLY the same as the number as listed in the associated contact?

When you start typing the recipient's name, does it find the associated contact?

Went to the Apple store and the tech there advised that it was a service provider issue which turns out to be correct as the issue rectified itself after approx 6 hours. Obviously a temporary Public Mobile issue.
