    <description>&lt;P&gt;&lt;EM&gt;There seems to be a self-serve outage.&amp;nbsp; I can't get to the self-serve portal either, and others are reporting similar problems.&amp;nbsp; Hopefully it will be resolved soon.&amp;nbsp; Do it by phone 611 with your PIN if you can't wait.&lt;/EM&gt;&lt;/P&gt;</description>

Otherwise just wait until current issue is resolved.
