Have a look at the list of forum topics on the main page and choose the one that is most relevant otherwise choose The Lounge.

The best category can sometimes be dependent on what the idea is about. Thre used to be an Ideas Lab category, but that was phased out as Public Mobile had already gathered a lot of infotmation.
