Public mobile belongs to Telus. It is the tier 3 company of Telus. Telus first, Koodo second and then Public mobile.

TELUS Corporation is a public corporation that is 77.63% held by the Canadian public and 22.37% by the non-Canadian public.

just like Rogers has Fido and Char, Bell has Virgin and Lucky, Telus has Koodo and Public. Public, like Char and Lucky are targeted to low end plan, lower usual customer.
