      <description>&lt;P&gt;This could be an account provisioning problem causing local calls to be interpreted as out of province long distance.&amp;nbsp; Has the number been successfully called previously?&amp;nbsp; If so, an account reset may be required to address the problem.&amp;nbsp;&lt;/P&gt;</description>
