In addition to previously mentioned scenario of being out of minutes, this error can sometimes also be heard if a number is dialed incorrectly.

Maybe try report your phone lost/stolen in the self service account and logout. Wait 5-10 minutes. Re-login and report phone found. Restart your phone.
