You need an active plan in order to use data add-ons.

Currently, the cheapest plan is $15 but it comes with 250MB of 3G data. Then you can get all the add-ons you want.

Alternative is to get a plan with more data...the $30, $40 and $50 plans have the most, then if you still need more, get another data add-on.

@cyf FYI the hint is right in the name: "add-ons" well, add on to your plan features.
