As in changing your SIM with an existing account? Or making a new account?

If the latter then you might need to wait an hour. Also clear your cache/site cookies or try a different browser or try incognito/privacy mode.

only a Public Mobile SIM can be registered with Public Mobile...is this a Public Mobile SIM you are trying to register?
