Cannot access Canadian Google Playstore (changing country setting to Canada)

Hi, I am using a smartphone purchased in Japan.

I am trying to download Drivewise Canada app by Allstate insurance, but it says "This item is not available in your country". I called Allstate, and they said to contact the mobile carrier to change the country setting to Canada.

Please show me how to make the necessary changes.

@TN1 whats the make and model of the device? if you have a VPN, you may be able to bypass that warning

@TN1 Go into your Google Account settings and change the Country to Canada or create a new Google account.
