My DD's iPhone SE just started acting funny. She turned off cellular for a bunch of her apps a couple weeks ago to conserve data and no when she tries to turn them on the toggle will "look" like it's turned on but when you try to use app wth cellular shows the message "not connected to network, turn in cellular and try again". When you go back into settings oh can see toggle turned on for a milk second and it immediately turns off again. Any ideas? She's running iOS 13.3 and hasn't downloaded the newest update. We've tried hard reset of phone and turning it off and back on. Short of resetting network settings (which will erase all her saved wifi passwords) we're at a loss. Thanks in advance for any help anyone can provide

Go to

settings

cellular

scroll down and turn off/on apps to work or not work with cellular.

Also like said. Turn background app refresh to wifi only.
