I topped up my account but now I can't use my line. What is Debit Charge?

The payment went through but I later saw that $8 was deducted as Debit Charge, which reduced my prepaid amount on my account. What is Debit Charge?

I just checked my account details. the 'Amount Due' is $0.00, because I made some payment before the due date. Why am I still denied service since my payment is up-to-date ?
