my old phone died i got a new one a when i put my sim card in this comes up sim network unlock pin.. is this away to unlock the phone

It means you have to contact your old provider that you originally got the phone from and provide the IMEI number so they can provide you with the unlock code..this will allow you to use the phone on other networks..

If it is a Samsung phone you can ask them over live chat at link below for the unlock code.
