Some people have come here asking why they can't text in some other country when that line obviously says International.

Public Mobile services only work while in Canada. The only exception being in the US and using roaming add-ons for outgoing calls and texts.

Yes, it does. Unlimited Canada wide as well as International Messages for free. But only you can send messages if you are in Canada. For US roaming, you need to add additional packages and for rest of the world, service isn't available.
