@leeandrew2020 Listen to @GR and use a (1) before the number or stay on the line and wait for the message to finish and your call will be connected.

Is it possible that you're connected to AT&T or T-Mobile on the other side of the border? If that's the case, you wouldn't be able to make any phone calls unless having roaming included in the plan or have a roaming add-on.
