No restrictions! You can set up a phone for your parent or kid or wife or friends, they can all use your refferal code

Nah, you can refer/be referred to/by pretty much anyone!

I'm not sure that Public Mobile would have any way to decide on if the person really is your "friend". Different people have different definitions of that.
