iPhone 8 Plus iOS 13.1.3 calling China issue

Hi, I had 400 mins international calling add-on, I am able to use iPhone 5 to dial China, but when I try iPhone 8 Plus, is not working, is only ring the first time, then goes to silence, anyone knows how to fix this issue, thanks.

Are you calling 011 + 86 + Area Code and number?

I just called Microsoft China @ 011 86 400 820 3900 and it worked. Lots of area codes in China tho.

Check for any blocked phone numbers. Go to Settings > Phone > Blocked Contacts.
