My friend has the option to play his voicemails outside of service areas, how can I get this to work on my iPhone se?

I don't think that it is possible with Public mobile. Public mobile is a low cost, no frills company. You can call your cell number from another line/landline to check voice mail though.

@DanLem According to @Dunkman , you can use a VOIP phone to call your cell number from aboard to get access to your voicemail. You may think about having "TextNow".

Out od service areas? Your friend must be calling the cell phone number using a different phone to check messages. Call your number and press * and your password.
