To be able to get the USA 8$ add on for US txting, do l have to at least be on a minimum 15$ month plan, or can l simply add the $8 to my account to just get that 10 day US texting??

l currently have no money on my account, and would only need it to go to the states next week.

You need a base plan to purchase an add on. So, yes, you will need to get the $15 plan.

Roaming packages can be added on top of any plan, even a $10 price plan (alhtough that is no longer offered unless you already subscribe to it).
