More details may be helpful. Are you a new customer activating a new line? Inserting the PM sim card in your phone?

Likely means that your phone is locked to your previous carrier. You can call them to get unlock code for free.

I was asked to enter SIM network unlock NCK after inserting PM SIM car and turn on the phone.

Your phone is likely locked to previous carrier. Need to contact carrier to get the unlock code. It is free these days for all Canadian carriers.

Call the provider, who sold you your phone, to get the unlock code for your phone. It is free.

If you have a Samsung phone, contact Samsung Canada to get unlock code.

If your have an iPhone, contact Apple Store to get it unlocked.
