I am not able to teceive calls from unsaved no. I am receiving calls from my saved contact nos. But when any other person calls me up. He/she receives a busy tone always

What version of the OS?
What phone app are you using?

That's a spam setting. Some phonez send calls not on phone to voicemail. It shouldn't be a busy signal unless it's answering and hanging up fast.

@ipallavikhokhat That sounds like a phone configuration issue.

Edit: to verify insert your sim card in another phone and you should be able to receive calls.

Do a simple test. Turn off your phone and turn on again.

Maybe do a hard reset on your phone and see if it will help out.

Worst case scenario you have to reset your network settings but it usually would work again after.

You should be able to change that in your call settings.
