I need to view my texting usage history from October 28th 2019 to present but it only let's me go back to the first of the month

You should be able to see the last 90 days usage history. Pick the date range option.

You can select

1. date range using the calendar

2. last 7 days

3. last 30 days

I cut and paste usage history in a spreadsheet and sort the call type column if you just want to view one or more type of event(s).
