Yes, international texts are included in all plans except the 1GB data only plan,

You can send to and recieve from anywhere in the world....as long as you're in Canada. Once you leave Canada you need to consider other options.

Usually yes, but not necessarily. Not all plans that Public Mobile customers have included outgoing text messages to anywhere. While the current ones do (except data only plan), there have been past plans that do not.
