MEID is used on CDMA networks. As Shazia has already implied above, the equivalent serial number for phones used on UMTS and LTE networks is IMEI.

Please specify where you bought the phone from, what phone it is, and the specific model of the phone (usually written on the back or under the removable battery). Unless I am totally mistaken, you will not be able to use this phone on the Telus/PM network.

However, that's how how IMEIs work. IMEIs are always 15 digits long, and are not usually expressed in hex notation.

Moreover, even the decimal form of a p-ESN (or ESN) cannot be obtained simply by calculating the base-10 value of the original base-16 number.

According to http://www.esnconverter.com/ , the decimal value of an ESN of 80f3502f would be 12815945775.
