Public Mobile only charges what is needed to pay for your plan at the time of renewal. Some other carriers charge a fixed amount regardless of any leftover account balance that you may have.

I think there is no difference...it's only 2 names for autopay in the self-serve account...??

It looks like they changed it after the maintenance this weekend to be called dynamic.

Pretty sure it was always dynamic, they just changed the wording.

In either case, you will only be charged the difference between your plan cost and your current account balance.

Do you mean with that on the first page in your self-serve account?

AutoPay Amount: This is your plan cost minus Rewards. Any Available funds will be applied first.

Does this mean that I will be charged according to my usage rather than my plan or is it that I will be charged the plan minimum plus any extra use?

You will always be charged only what your plan cost is every 30 days. You cannot have any "overage charges", your service simply gets cut off, for example when use all your data, that stops working but you can still call or text.

The dynamic part of it means that if you have any positive balance for example from referrals or any other type of credits, this will be used in conjunction with autopay to determine how much is charged to your card.

No you don't have extra for anything with public mobile because it's prepaid. What you paid is what you have! What you pay is the cost of your plan. And perhaps some add-on YOU decided to buy.

Rewards and credits get placed into your Available Funds. Renewals will take from your Available Funds first and then if insufficient go to the set up autopay to get the remainder. Thus "dynamic". If autopay isn't set up then the account goes into suspension.

Edit: and if autopay isn't set up then those funds will stay in Available Funds.

And dynamic because rewards and credits could change.

Actually, they always had the word "dynamic" there in the account overview page, at least since I joined. This is a snapshot of my page taken shortly after I signed up in Nov 2016:

One change they did make is to add the line "Payment for Next Cycle: $xx.xx" up top, just after the payment due date. That wasn't there a week ago:
