iPhone 4s can't access cellular data network

After trying to change APN settings to no avail I noticed that when I go to Settings-General-About, I see that my network is public mobile and my carrier is TELUS 16.0. My wife's iPhone SE formerly on TELUS changed over when she ported her number and put the new public mobile SIM card into her phone. Is this why I can't access cellular data? How do I change the carrier on a 4s? How do I get cellular data?

Here’s how to set up data in 3 steps:1) Tap:

Settings
Cellular
Cellular Data Network

2) Input this info:

APN: SP.MB.COM
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMS Proxy: 74.49.0.183) Leave all the other fields blank. Just hit save, reboot, and you’re good to go!

Thanks for responding - when I go to cellular data network the only option is to for personal hotspot with APN Username Password options. No MMSC or MMS Proxy options.
