If you want to make changes to your plan you need to do them your self from your self-serve account. If you want to change your plan you can login, select Change Plan, pick a different plan and, if you want to be able to text now, choose to change your plan immediately.

The customer has said that he or she wants to start a new billing cycle now because all included text mesagea were used up. There isn't any way for that to happen by itself.
