Can MMS only be sent on data or can it be sent on Wifi

I cant seem to send any pictures via text without having data on. Is this standard practice or am I missing something that will allow pics via text to send on wifi.

Mms require data to be enabled to send. You do not need a data plan, and mms send do not count towards data allotment.
