I have used pm for a while and then canceled. Now I want to join pm, I can activate the old sim card.

No, you will have to get a new Sim card and sign up with a different email address than last time!

If you are trying to activate your old sim card and it has been suspended over 90 days you will need to purchase a new sim and setup a whole new account

If the account associated with that sim has been dormant for longer than 90 days...I'm afraid it's junk now. You'd need a new sim to start a new account...Sorry.
