I signed up to Plublic Mobile at a Walmart. I wanted the SIM card that day. They didn't ask me who refered me. Can I now update my account so my firend gets his credit?

Yes you can, you will need to message the moderators (48 hour response time) and they will ask for some sort of verification that you know this person before they will credit their account.
