I'm a Public Mobile client. My wife also wants to switch but, when she enters the IMEI for her unlocked iPhone 6, she gets the following message:

"Your device has not been reported as lost or stolen.
The Network Compatibility check cannot be performed at this time. Please try again later."

This has happened repeatedly over 2 days.

Any ideas what's happening?

If your wife's iPhone 6 is currently being used with one of the three major providers or their sub brands then it will work with PM.

Edit; Forgot to mention that you should also check to make sure that your wife's iPhone 6 is not locked to her previous provider and if it is aske them to unlock it.
