@piggykiller No you can't. If your in the US you can use a third party app like Hangouts Dialer or equivalent (Skype etc) to make an international call. Just need to add funds within the app.

@piggykiller US roaming is used when you are in the States. International call is based on you are in Canada, so NO for that.

With US roaming package, you can call US and Canadian phone numbers, but not international phone numbers.

You could use Apps or buy an international calling card.
