No it says offer is only for switching from Bell, Lucky and Koodo

No. Not directly from Telus.

But you can switch from Telus --> Virgin, Bell or Lucky first and then to PM.

If you don't care about the Telus number, you could even skip the part porting that number. Just port the Bell number to Public to get the bonus. It would be a little more simple.
