I submitted the payment before the auto pay due date. Will it be charged twice in the auto pay date?

I don’t think so, since system uses your available money first.

Also note, you'll still get the AutoPay credit, assuming you have a card listed on file.

I often submit payment prior to the payment date, either through credit card or vouchers, just so I don't have a huge credit card charge on the due date - 4 phones at $135 per phone every 90 days. As @stonechucker and @LEGO stated, you won't be charged a second time, and your Autopay will work as expected.

You shouldn't be charged. The only way I could see if you could be double charged is when you are applying the vouchers very close to the time when the auto pay kicks in..
