if i get the 15$ 100 talk plan and then buy the 400 minute ld add on and happen to go over the 100 minutes in my 30 days could i use the 400 minute ld add on to 'extend' my minutes for the thirty days? or is it that if i go over my 100 minutes then no out calls whatsoever?

yes, you can use this add on 400 after you go over 100 mins, this add on will stay in your account and carry forward until you used up.

Hi, From what I read, the add-on will give you 400 min after your 100 is used up.

Add-ons carry over , you dont lose your balance after 30 days.
