WHy can I see the plan in the plan list but not selected when in 'My Account'?

Did you add fund to your account yet ? If you have, then you able to see it, when selected

I have more then enough funds and still can only see up to the $45 plan

Click on "Build my own plan" an then choose your options. For 30 days the full price for provincial talk, international text and 6GB "3G speed" (aka LTE light, you have LTE latency but speed is throttled to 3Mbps) is $52, which will reduced to $50 if you enable auto pay with a Canadian credit card. If you pay for 90days you have 18GB to spread out over that period and the total comes $150, if you are on auto pay $6 will be taken off every 90 days.
