Noticed recently there was the opera mini browser on the phone

how does one use it if one does not have a data plan

how would one use wi fi on it

I have a Moto G. As a result, the following instructions are either spot-on or equivalent:
Go to Settings, and look for Wireless & Networks. Then, look for Wi-Fi, and enable it if it isn't already on. You're now ready to use your browser via Wi-Fi rather than mobile data.

Further to my above reply, if you have 2 or more browsers installed, go into Opera's settings and make it the default browser.

The A392a, like most other flip phones, doesn't support WiFi. It's cellular data or nothing.

I guess that's why my $35 UMX flip phone, on the $19 plan, never worked.

Data can come 2 ways: you either have it included in your plan, or you buy addons. Never used Opera Mini on a flip phone, so can't be helpful here. Sorry 😞
