I think they mean they can't access their PM account, because to register PM sends you a text with a 6 digit code. They haven't registered, and their phone is gone.

my son lost his cell phone. I never registered online. I am creating an account to access lost phone. after it ask for the cell number it sent a 6 digit code to the lost cell phone.

yes
