I can make lokcal calls and send international Messeges and receive international message .

I'm. Not sure that I can receive calls a calls.

I'm new in the country and don't know any one .

To test if you can receive a call, you can use the app called Fongo and it will allow you to place a call to yourself.

And make sure your brother is dialing 00111 + your number correctly.

This doesn't make sense. If you can send and receive messages and make calls, surely you can receive them. I suspect there may be problems at the caller end. This is a good site to use as reference for how to make international calls from one country to another.
