I know that xiaomi phones give the user a lot of control over apps, such as which apps can access wifi or data (which I found very handy). Are there any other brands that give users a good amount of control over the phone and its apps?

thanks

Even a non rooted phone can run "no root firewall" and do that.

However root your phone, and use something like AFWall

Xiaomi, pixel, one plus are top brands that allow bootloader unlocking. Look into the lineage OS for phone models that are supported.
